भारत के समाचार पत्रों के रजिस्ट्रार – आरएनआई) नए उद्देश्यों को पूरा करेंगे

नए अधिनियम के अनुसार पत्रिकाओं का पंजीकरण।
1. कोई भी पत्रिका भारत में इसके अनुसार ही मुद्रित या प्रकाशित की जाएगी
नये अधिनियम के प्रावधान.
2. पत्रिकाओं के पंजीकरण के लिए सभी आवेदन केवल ऑनलाइन मोड में किए जाएंगे।
और इसके लिए नया प्रेस सेवा पोर्टल (presss
ewa.prgi.gov.in) बनाया गया है

3. पीआरपी अधिनियम 2023 के अनुसार, ‘प्रिंटर’ को प्रिंटिंग के मालिक या रखवाले के रूप में परिभाषित किया गया है

6. इसलिए, मुद्रकों को प्रेस सेवा में ऑनलाइन सूचना प्रस्तुत करनी होगी

11. मुद्रकों को विशेष रूप से उन समाचार पत्रों का चयन करना होगा जिनसे वे वर्तमान में मुद्रण कर रहे हैं
सूची पोर्टल पर उपलब्ध है। इससे सटीक और अद्यतन जानकारी सुनिश्चित करने में मदद मिलेगी
प्रत्येक प्रिंटिंग प्रेस से जुड़ी पत्रिकाओं के संबंध में।
12. जब भी कोई प्रकाशक किसी पत्रिका को पंजीकृत करने के लिए अनुरोध प्रस्तुत करता है, तो मुद्रक
(प्रिंटिंग प्रेस के मालिक/कीपर) को प्रिंटिंग सत्यापन का समर्थन करना आवश्यक है
प्रेस सेवा पोर्टल पर प्रिंटिंग प्रेस खाते के माध्यम से अनुरोध करें।

यह एडवाइजरी प्रेस रजिस्ट्रार जनरल की मंजूरी से जारी की जा रही है
Registrar of Newspapers for India – RNI) shall be carrying out the purposes of the new
Act. Accordingly, this advisory is issued to inform, guide and enable owners, publishers
and other stakeholders of periodicals regarding the processes/steps involved in the
registration of periodicals as per the new Act.
1. A periodical shall be printed or published in India only in accordance with
the provisions of the new Act.
2. All applications for Registration of Periodicals shall be made in online mode only,
andthe newPress Sewa Portal (presssewa.prgi.gov.in)has been created for this
purpose.
3. As per PRP Act 2023, ‘Printer’ is defined as the owner or keeper of a Printing
Press. “Keeper” is the person who manages the day-to-day operations of a printing press
owned by a non-individual entity (a company or trust).
4. PRP Act defines “printing” as reproduction of a periodical through any technology
involving mass production of copies, but does not include photocopying.
5. As per Section 3 of PRPAct, “Every Printer of a periodical shall furnish an
intimation in the online portal to the Press Registrar General and the Specified
Authority within whose local jurisdiction his printing press is situated with such
particulars and in such manner, as may be prescribed.”
6. Therefore, the Printers are to furnish the online intimation at the Press Sewa
Portal and the same information will be shared with the Specified Authority in the District
electronically via the portal. Therefore, no separate application needs to be submitted by
the Printers to the District Authorities under the Act.

7. For the above purpose, the Printers will be required to create a profile for their
Printing Presses in the Press Sewa Portal. For existing printing presses who have filed
declaration under Section 4 of the old PRB Act, 1867 with the Specified Authorities in the
past, a copy of the same declaration can also be uploaded.
8. The Printers are urged to furnish comprehensive details about the location (postal
address), machinecapacity, and other technical specifications as requested in the Press
Sewa Portal. In case the Printer owns presses in more than one location, separate user
IDs may be created for each of the Printing Presses.
9. If the Printer is the keeper of Printing Press, user IDs may be created in the
following manner so that all the presses managed by him can be consolidated into a single
account later.
a. If the First Printing Press Account is created with the user ID
rajan@gmail.com, the Second Printing Press Account can be created by adding
a prefix before the email IDaspress2+rajan@gmail.com. Likewise, theThird
Printing Press Account can be created with press3+rajan@gmail.com.
b. This will help in sending/receiving alerts/emails on the primary email ID
while different accounts can be managed by logging in with the IDs as created
above.
10. The Registration data of periodicals already registeredwith PRGI (erstwhile RNI) is
being pre-fed into the Press Sewa Portal. The Printers are therefore required to select
from the database all the newspapers/editions/periodicals currently being printed at
their Printing Press.
11. The Printers must specifically select the newspapers they are presently printing from
the list available on the portal. This will help ensure accurate and up-to-date information
regarding the periodicals associated with each printing press.
12. Whenever a publisher submits a request to register a periodical, the Printer
(owner/keeper of the printing press) is required to endorse the printing verification
request through the Printing Press Account on Press Sewa Portal.
